As founder of WikiLaw.org, I believe that the Government and its body of law should be transparent for the people it governs. As founder of VoterSearch.org, I believe that protecting your right to vote is essential to an accountable government. As former Co-Chair of Community Board 8's Communication Committee, I worked to open the community board by announcingcommunity board membership applications and ensuring they were widely available at meetings. I have continued my work with Community Board 8's Communication Committee and we have made its television show "Community Board 8 Speaks" available online.

As your City Council member I will continue the work of making City Hall transparent by making its business available online through the web, PDF, podcast, and YouTube like videos. I will openCity Hall by creating NYC.OpenLegislation.org, a local version of OpenCongress.org, where anyone will be able to share their views on all business, in support of the mission of theParticipatory Politics Foundation. City Hall will become accountable to you the people as NYC.OpenLegislation.org, will let you track business before City Hall and how your representative voted on issues of importance to you.

"The city issues quality-of-life violations when people violate construction safety rules, start construction before or after hours, or have dangerous sidewalk conditions—and nobody seems to care," Councilman Ben Kallos tells Crain’s. "Many landlords and developers treat [the fines] as a cost of doing business." The councilman is sponsoring a bill that could put a lien on buildings if a balance that’s large enough builds up, as can now be done with single-family homes.

Gotham Gazette Questioning Importance, Council Members Spend Time at Hearing by Meg O' Connor

“We actually have multiple members who stayed for the entire hearing,” Council Member Ben Kallos said during a nearly four-hour Feb. 3 hearing he chaired on a package of legislation to raise the salaries of city elected officials, including Council members. “That is incredibly rare.”

It can be frustrating for members of the public to miss work and spend hours at committee hearings waiting for their turn to testify, only to find that most Council members have left before they’ve had a chance to speak. Yet to Council members, leaving hearings early or arriving late is often seen as necessary, either due to conflicting hearings or meetings, or to take care of something in their home districts.

Wednesday’s hearing, the third one held by the governmental operations committee on this issue, gave Council members an opportunity to delve into the process of how agency goals are included in the reports and to reiterate their request for adding more data to future reports. Council Member Ben Kallos, chair of the committee, highlighted some of the key concerns the Council has about a lack of clarity in certain agency goals, agency indicators with no set targets, and the need to directly link agency performance with corresponding budget allocations.
